June 2011: Re-cap of community meeting held at Crossfield:
About 50 community members turned out for the traffic calming meeting on Wednesday, June 22 with Mike Coyle from Supervisor Frey’s office and Steve Knudsen from FCDOT. After a brief introduction by Bill Creighton, a member of the Folkstone task force, Mr. Coyle reviewed the established Fairfax County Operating Procedures for Traffic Calming procedures and answered community members questions about funding, the ballot process, installation of devices, signage, etc. Ballot boundary area maps were presented for Folkstone and Westwood Hills.
The Folkstone proposal includes 2 speed hump locations and the Westwood Hills proposal currently includes 3 speed hump locations. Some community members inquired about a 4th device being included on Westwood Hills, closer to Fox Mill Road. The task force will be looking into this option, and will coordinate with Mr. Coyle and Mr. Knudsen to include this in the final proposal if the required affected resident approval(s) is/are obtained.
The next step in the process is a community vote. One ballot will be sent out to each homeowner in the affected areas, which will need to be returned to Mike Coyle in Supervisor Frey’s office to be tallied. The Folkstone Dr. ballots will be tallied separately from the Westwood Hills Dr., as they are considered two separate projects by the county. A minimum of 50% of the ballots need to be returned and 60% of the returned ballots need to approve the proposal in order for the county to move on the the next step in the process.
If the proposed traffic calming plans are approved by the community, the Fairfax County Board of Supervisors will need to endorse each plan before FCDOT can schedule installation of the devices. There would be a sign at the entrance to each street indicating that there are speed humps in the neighborhood, and an additional sign would be placed directly at each device location.
